UNIVERSITY OF HOLY QUARAN AND ISLAMIC SCIENCES

 

First : Establishment of the University:

The University o Holy Quran and Islamic Sciences was established in accordance with the University of Holy Quran and Islamic Sciences Act, 1990, issued by the National Salvation Revolution government in implementation of recommendations of the Higher Education deliberately conference.

This was done by bringing together the Holy Quran College, which was established in 1981 and Omdurman Higher Institute, which was set up in 1983 and which comprised Sharia College, Arabic Language College and Girls' College.

According to the above-mentioning act and as from June 14, 1990, the University has become an educational institution with its own legal personality and general stamp.

Second : Goals and Objectives:

The University work for realizing development in the country in all intellectual, scientific, economic, social and cultural fields and particularly in :

(a) Affirming and authenticating the identity of the nation.

(b) Teaching all sciences of the Holy Quran and the Prophetic Sunnah as well as Arabic language and all Islamic and social sciences.

(c) Studying the Islamic heritage and enriching the Sudanese society's life by the Arab and islamic civilization.

(d) Carrying out scientific research on issues of the society through the medium of the Islamic intellectual concepts which correspond to the current issues of the world and interact with the environment.

(e) Cooperating with universities and institutions of higher education in the country and other countries in the world.

(f) Contributing effectively in qualifying the various sectors of the society to assume their role in discharging the tasks and duties of the Islamic state.

(g) Educating students and awarding them academic degrees.

Third : The University's Administration:

1 - The University works under the patronage of the President of the Republic.

2 - The University's Board :

The University's board represents the highest administrative organ and it is entrusted with mapping out policies directed towards realizing the goals of the university, promoting it and improving its performance.

The university's board has a 4-year term of office and it is composed of a chairman, who is appointed by the university's patron, the vice chancellor of the university and his deputy, undersecretary of the university, deans and directors of centres and institutions.

The university's board also comprises members who are elected from the teaching staff, students union, administrators, employees and technicians, besides, a number of personalities of concern from outside the university.

3 - Vice-Chancellor of the University:

The Vice-Chancellor is appointed by the university's Patron and he is the first executive supervisor responsible to the university's board for its performance and for realizing its goals and objectives.

4 - Deputy Vice-Chancellor of the University:

He is appointed by the university's Patron and assists the vice-chancellor in discharging his duties.

5 - Undersecretary of the University :

He is appointed by the chairman of the university's board at the recommendation of the Vice-Chancellor. He is responsible to the Vice-Chancellor. He is responsible to the Vice-Chancellor for overseeing the administrative and financial performance of the university.

The University's teaching staff includes a number of scientific degree holders as stated below :

Fifth : Educational Units at the University Centre:

(A) Faculty of the Holy Quran:

It has three departments including :

1 - Holy Quran Department.

2 - Quranic Recitations Department.

3 - Department of Islamic Studies.

(B) Faculty of Sharia:

It includes three departments :

1 - Sharia and Law Department.

2 - Economics Department.

3 - Administrative Sciences Department.

(C) Faculty of Arabic language:

It includes two departments :

1 - Grammar and morphology Department.

2 - Literature and Critique Department.

(D) Faculty of Da'wa and Information:

It includes three departments :

1 - Press and Publication Department.

2 - Radio and Television Department.

3 - Communications and Public Relations Department.

(E) Graduates College:

It was established in 1990 and it includes three scientific circles :

1 - Quranic Recitations Circle.

2 - Sharia Sciences Circle.

3 - Arabic Language Sciences Circle.

(F) Female Students' Centre:

This represents a special administration for female students as it qualifies them to obtain university degree in the specializations offered by the faculties of the university.

The centre has its own separate place of residence and accommodates some 8,000 female students.

Other Educational Units :

1 - The university's Library:

The University seeks to guarantee all the means of self-study to the students by providing reference books to the central library and other branch libraries.

The Central Library includes 25,000 titles compiled in 40,000 volumes and 75 periodicals.

Branches for the library have been established at the headquarters and the states and are supplied with the necessary titles. These branch libraries include:

1 - Female students' central library.

2 - The University's branch library in Obeid town, capital of North Kordofan State.

3 - The University's branch library - Medani town, Gezira State.

4 - The University's branch library - Malakal town, Upper Nile State.

5 - The University's branch library - Hamashkourib.

6 - The University's branch library - Dongola.

7 - The University's branch library - Rufaa'.

8 - The University's branch library - Kamleen.

9 - The University's branch library - Kadabas.

10 - The University's branch library - Al-Fashir.

The Central Library also owns a computer unit, a number of technical devices for storing information, besides, audio-visual aids and a department for book covers.

2 - Printing Copies (mushaf) of the Holy Quran:

Under the slogan "We Read from whatwe print<" adn so as to make copies of the Holy Quran available to every individual and every family, the university put itself in charge of printing copies ofthe Holy Quran in the recitation version of Hafa. The firstedition was printed in 1992 and the second in 1996. A plan being mapped out in this connection now aims at printing other copies of the Holy Quran in the recitation versions of Al-Duri and Warsh so that all familliar versions of reciting the Holy Quran in Sudan are completed.

3 - Publication and Writing Administration:

This administration was established to satisfy the requirements of the scientific mission of the university in the field of conducting research work and writing.

The administration contributed to the issuing of two volumes of the university's scientific magazine which is issued annually and caters for the publication of original research in the field of Islamic and Arabic language studies.

The administration is now engaged in making preparations for issuing an Islamic cultural quarterly magazine to cater for all educated citizens as it will carry out part of the university's mission towards the Sudanese society, God willing.

4 - Institutes and Centres:

(a) Holy Quran Institute:

This institute, with its headquarters in Khartoum and its branches in the states, is considered the university's outlet to the society. Through these centres, the university efficiently contributes to qualifying of the society's categories as it organizes activities through open courses, recital diplomas in the Holy Quran and Islamic studies, model Quranic schools and specialized training courses in the various domains of knowledge.

(b) National Institute for Qualifying Holy Quran Memorizers:

This institute concerns itself with qualifying memorizers of the Holy Quran to work as teachers in basic level schools.

(c) Research and Preachers' Training Institute:

This institute qualifies preachers working in voluntary organizations to spread Islamic Da'wa in a scientific and practical way.

(d) Arabic Language Teaching Institute:

This institute qualifies students from languages intermingling and those of non-Arabic origin to pursue their university education in Arabic.

(e) Holy Quran Research Centre:

This represents a scientific unit specialized in doing scientific research work in Quranic studies, earnest meditation upon the meanings of the Holy Quran and reflecting on human life and the universe.

(f) Institute of Quranic methodology:

This institute aims at linking people's life knowledge with the holy Quran so that Quran becomes the pivot of the applied and human sciences and so as to achieve the authentication goal desired by the nation in all fields of life.

(g) Al-Nilien Da'wa Centre:

This centre addresses itself to the administration of Da'wa (Call) activities outside the syllabus.

It organizes general cultural and da'wa activities covering the various states of Sudan.

6 - The University's External Relations:

The university has been able to fulfil the required conditions of membership at all university unions and associations at all local, regional, international, Arab, African and Islamic levels.

The university is a member of the Islamic Universities League and Unions of the African, Arab and international universities.

The university participates in all scientific conferences organized by these leagues and unions.

7 - The Degrees Awarded by the University:

1 - The Faculties of the university award the bachelor degree.

2 - The Graduates College awards three scientific degrees:

1 - The Doctorate Degree.

2 - The Master Degree.

3 - The High Diploma Degree in Da'wa.

8 -Conditions of Admission to the University:

(a) Faculty of the Holy Quran:

1 - Department of Quran Recitation Versions (qiraat):

The admission to this department is conditioned by memorizing all the 114 Suras of the Holy Quran, along with the secondary school certificate in qiraat.

2 - Department of Islamic Studies:

The admission to this department is conditioned by passing the secondary school certificate examinations or its equivalent according to the percentage fixed by the Higher Education Admission Committee. The student should also memorize 10 sections of the Holy Quran and that he must pass the interview carried out by the faculty.

(b) Other Faculties (Sharia - Arabic Language - Da'wa and Information and Education:

Conditions:

1- Getting a pass mark in the secondary school certificate examinations or obtaining another equivalent certificate according to the percentage set by the higher education admission office.

2- Passing the examinations of the secondary religious institutes certificate or an equivalent.

3- Memorizing three sections of the Holy Quran.

4- Passing the interview conducted by the faculty in question.

Graduates College:

1 - Holding a university degree from a recognized university.

2 - Memorizing a number of sections of the Holy Quran which are to be determined by the college.

3 - Passing the tests and interviews organized by the college.

Foreign and Mature Students:

(a) Mature Students:

The University has kept its doors open to all mature students who satisfy the conditions required for university education: These conditions are :

1 - Obtaining a university degree or any higher institute or specialized college degree.

2 - The candidate should have an outstanding participation in the field of da'wa or cultural activity.

3 - He should also have long experience in a certain field of specialization.

4 - Memorizing six sections of the Holy Quran.

5 - The candidate should not be below 30 years of age.

6 - He should be of good conduct.

7 - The external student is subjected to the same regulations applied to regular students in the university and eventually he will be awarded the bachelor degree in the specialization field he chooses.

(b) Foreign Students:

These students are admitted to the university according to their equivalent certificates which are evaluated by the Admission Committee of the Higher Education and Scientific Research as stated below :

(i) Trhough the system ofscholarships offered by the Ministry of Higher Education and Scientific Reseach.

(ii) Applications are sent via Sudan Embassies abroad.

(iii) By obtaining a scholarship from the official and charitable organizations.

(iv) By bearing the cost of study personally.

10 - Study System of the University:

(A) The University adopts a two semester system of study with a duration of 30 weeks as average.

This 30-week period include the carrying-out of field work, research or practical training and tests.

The university does not graduate a student at the Holy Quran Faculty except after he completes the memorization of all sections of the Holy Quran in perfect recitation.

Graduation from other faculties of the university is conditioned by memorizing 15 sections of the Holy Quran.

(B) Number of Students in the University:

1 - Bachelor degree Course Students:

The number of students in the university reaches some 15,000 in the various faculties both at the centre and the states.

2 - Students of Holy Quran Institutes:

The number of students enrolled for permanent studies in these institutes in the centre and in the states reaches 7,000 for the various courses and diplomas.

3 - Post-Graduate Studies Students:

(C) Student Activity:

Students are considered the target of the educational process. Such being the case, the university attaches special concern to them by creating an atmosphere conducive to their activities.

The student union of the university undertakes its cultural, social, sports and da'wa activity under the supervision of the students deanship.

Student associations at all faculties of the university organize regular activities including visits by da'wa, cultural and social convoys to various parts of Sudan with a purpose of conveying the university's mission to the communities there.

(D) Scientific Councils:

1 - The Senate:

It is chaired by the Vice-Chancellor of the Unviersity and includes Deputy Vice-Chancellor, Undersecretary, Deans fo Faculties, heads of scientific sections and members ofthe teaching staff, who hodl the rank of professors.

2 - Councisl of Faculties, Institutes and Centres:

The Council is coposed of heads of the scientific sectiosn and representatives ofthe teaching staff.

3 - Scientific Sections Councils:

It is coposed of all members of the teaching staff at the rank of lecturer and above.

4 - Student Affairs Council:

It iscomposed ofthe Deputy Vice-Chancellor of the university as chairman and membership of deans of faculties and student affairs dean as rapportuer and member.

5 - Finance System:

It comprises sheikhs and scholars including deans of the Holy Quran and Sharia faculties.

6 - Fatwa Council:

It comprises sheikhs and scholars including deans of the Holy Quran and Sharia faculties.

11 - Finance System:

The university of the Holy Quran and Islamic Sciences is a government-owned university for which the state allocates a budget as part of the budget of the Ministry of Higher Education and Scientific Research.

As official budgets are always short of meeting the needs and necessities of education, the university has thus embarked on promoting its self-resources by establishing some economic institutions for investment purposes.

These institutions include :

(a) Holy Quran University House for Printing and Publication.

(b) Al-Barakat Charitable Company for Development and Investment.

(c) Al-Basigat Engineering Company.

(d) Charitable Endowments.

(e) The Commercial Complex (under establishment).

Conclusion:

Sudan hopefully depends on this university to be the first scientific institution that will supply the country and the Islamic world with specialists in the Holy Quran and islamic Sciences.

Sudan also hopes that this university will act as a vehicle for enriching Sharia studies by carrying out research work in jurisprudence and legal matter.

The University is also aspired to be a vital centre for satisfying the need for jurisprudent, legal and Islamic research work as it will deepen the Islamic faith among the people by adopting sound methodology in its purposes and motives.

It will further contribute to of the various categories of the society and qualifying them to shoulder their responsibilities towards the state of Sharia, Allah Willing.

 

 

Curriculum Vitae of Holy Quran University Vice Chancellor Dr. Ahmed Ali Al-Imam

Dr. Ahmed Ali Al-Imam was born in Dongola - North Sudan - in 1945. He received his Primary and Intermediate education there. He then pursued his secondary education at Omdurman Institute.

* Dr. Al-Imam memorized the Holy Quran at an early age.

* He then graduated from Omdurman Islamic University.

* Next he obtained a doctorate degree from Edinburgh in Britain, Specializing in Quranic Sciences with special focus on criticising the work of orientalists on the language and history of Quran.

* Dr. Al-Imam served as a lecturer at Omdurman Islamic University.

* He also served at the Islamic College in Zinzibar, Tanzania, East Africa.

* Participated in a number of scientific and Islamic conferences and symposia in various countries of the world. He prepared many studies and did alot of research work both in Arabic and English. His work tackled issues related to Quranic sciences, Implementation of Sharia, future of Islam, the jihad process in the cause of Alah and the role of the Arabs in spreading Islam to East Arabic.

* He speaks English, Sawahli and Arabic.

* Now he serves as Vice Chancellor of the University of the Holy Quran and Islamic Sciences in Sudan.
