Introduction:

Bearing in mind that human health is the means and end to realizing development, the utmost vitality of improving health development sector as essence for building the strong and healthy society, a society void of diseases, appears.

The Comprehensive National Strategy has ensured extending health to all people by the advent of the year 2000 since man is the most precious capital which requires integration of all production and service sectors that are affecting, and in the same time affected to some extent, by human health. Most important sectors are agriculture, industry, education and environment hygiene.

International Relations and Preventive Medicine:

Communications and early-warning devices in regards of general health problems and preventive medicine have been upgraded to monitor diseases, disaserts and epidemics. The participation and involvement of international organizations is well appreciated and acknowledged. And here is a briefing of their programmes in the Sudan.

* A World Health Organization's (WHO) grant to the tune of $9 million for the years 1994/95-1996/97. This grant is considered the biggest to be offered by WHO to a country located in the Eastern Mediterranean region.

1 - The UNICEF is also supporting health projects, with a total amount exceeding $4 million, besides its contributions to the Operation Lifeline Sudan (OLS). Despite the fact that the national counterpart body working with OLS is the Social Planning Ministry, but the operation includes tremendous health activities.

2 - The U.N. International Fund for Population Activities (UNIFPA) was supporting the Health Ministry in the areas of controling any diaster during 1990/95 to the tune of $6000,000.

3 - Imported medicines by international organizations amounted to $1,500,000 in 1996, besides a considerable support by the U.N. agencies and regional finance institutions which contribute to upgrading work at the Ministry of Health greatly.

4 - Following up health agreements and protocols which actively moved towards Asia, Africa and the Arab world, including Indonesia, Jordan, China, Yemen and Iran.

5 - Endeavours are also underway to renew agreements and executive programmes with each of Turkey, Syria and Korea.

6 - Memos of understanding already signed but still awaiting executive programmes to be implemented include India and pakistan.

7 - Contacts and consultation are still underway for signing memos of understanding with Nigeria, South Africa, Malaysia, Iraq, Ukraine, Chad, Central Africa, Slovene, Sweden, Hungary, Germany and Poland.

Refugees in Sudan:

Refuge and refugee issues in Sudan have remained, for three decades, a chronic problem that resisted all local and international attempts of settlement. Until this day, the problem is still whirling between Sudan diligent efforts to put an end to this heartbreaking human tragedy and the international community's procrastination to help Sudan overcome the crisis peacefully and in the shortest possible period.

It is needless to say that the load of refugees has overburdened both Sudanese people and government, particularly, within conditions of an imposed war, economic crises and undeclared blockade by the new world order.

Achievements:

Regarding achievements of the federal Ministry of Health during the last years, and despite the economic situation of the country and shortage of national resources, the ministry was able to realize a considerable extent of achievements in the areas of health planning and development, upgrading of health institutions, preventive medicine, primary health care, as well as in the fields of treatment, promotion of health services and supply of medicines and medical requirements, besides restructuring of the ministry to cope with the developments accompanying implementation of the federal government system.
